How come when you touch an electric fence...?

it feels EITHER that someone dropped a brick on top of your head OR hurled an anvil at your chest? Does it have to do with voltage or perhaps the current within your own body? I'm just curious because I've felt both when accidentally touching an electric fence. (I have horses and sometimes it's a necessary evil.)
